Ignition question

I am going to tackle this soon, however there is no doubt you guys could save me time and exasperation. (:
I will hold off and fix the Master cylinder right now. LOL
My 66 Sweptline 727 automatic slant six has a quirk. It will only start when I release the key to the run position.
This morning I replaced my ignition switch with one I knew has been working prior.
Then I saw my ballast resistor smoking (Master cylinder leaked) so I also put on a new resistor to no avail. The prior one was just wet with brake fluid.
Right now the problem has me asking the question,..... Why does the start position which is the higher voltage stop/deny the primary, reduced voltage to allow a running condition.?
What have you guys run into when you have had to let off the start position to get engine fired? Gordo
